No Bullying laws

I am from a high school where there is bullying laws but no one does anything about it one example is a freshman at my school got beat up in my lunch room by a senior football player. it was caught on tape, yet the bully could still play football and go to school while the freshman gets so freaked out he shakes every time he enters the lunchroom. How is that fair?
